OCP’s draft community Vision and draft community Goals for our five focus areas are ready for review! Our Vision illustrates the change and direction we want to see as a community. Our Goals provide a greater level of detail on WHAT this looks like and HOW we do it. Both were developed throughout the summer from in-person and online Vision engagement with topical stakeholders and the broader community.

| Draft Community Vision Development – Growth and development add to local residents’ quality of life and make living here better by creating more quality places, neighborhoods, and amenities for locals to enjoy. Connectivity – People can get around more safely, meet more of their daily needs locally, and get the care they need to stay healthy and remain in the community Infrastructure – Public Infrastructure and services are more reliable and make life safer and healthier for more people, better positioning us as a community for resilience to changing conditions. Housing – There are more housing choices and more attainable options for people who want to live or stay in our community, and more of our existing housing is healthy and safe for occupancy. Economy – Local businesses are thriving and growing. New industries are rooted in community strengths and provide jobs with dignity, and we are better positioned to adapt to economic cycles. Tourism & Recreation – Recreation resources support the community’s health and quality of life, and tourism is managed to have more positive benefits for local residents and businesses, and protect the health and quality of our natural assets and systems. Civic Capacity – The City and County coordinate to efficiently deliver programs and services to residents, and there’s more effective coordination with local and regional partners and nonprofits with less duplication of resources, services, and investments. Natural Systems & Resources – Our open spaces and natural areas are managed and protected with a deep respect for natural systems and wildlife. |
COMMUNITY GROWTH & HOUSING
- Plan for managed growth and quality development that protects our natural world and open spaces and contributes to our unique community with a focus on local residents.
- Create livable, inclusive, and well-planned neighborhoods. Guide housing growth in ways that strengthen community life and create quality, livable neighborhoods.
- Deliver housing locals can access and afford. Expand housing choices that serve year-round residents across the full spectrum of incomes, backgrounds, and needs.
- Help locals stay by protecting and improving what we have. Make sure workers, families, and year-round residents can stay here by protecting against displacement, fixing and upgrading the homes we already have, and making existing housing safe, healthy, and attainable for the long term.
- Strengthen regional collaboration and capacity to act. Work across County, City, quasi-governmental, and partner organizations to align policies, build trust, and create partnerships to deliver better planning and development that serves local needs.
ECONOMIC DEVELOPMENT
- Retain and grow locally-owned businesses and jobs.
- Identify and grow priority target industries that fit our community’s assets and provide living wage jobs.
- Plan ahead to manage cycles in local extractive industries.
- Maximize the local benefits of tourism and visitors.
INFRASTRUCTURE & TRANSPORTATION
- Create connected and safe communities in the City and County by coordinating with each other as well as utility districts/service providers and prioritizing strategic investments for transportation and mobility.
- Prioritize strategic investments in the City and County for resilient and well-maintained utility infrastructure, including:
- Sewer
- Water
- Energy
- Communications
- Solid waste
- Make strategic, place-based investments that enhance existing community assets and create new ones. (i.e parks, recreation, etc.)
- Strengthen fire mitigation measures.
NATURAL RESOURCES & ENVIRONMENT
- Effectively manage the impacts of public lands use in order to protect our natural world and community wellbeing.
- Prioritize environmental sustainability in local decision-making and model environmentally conscious practices across government operations and programs.
- Build a resilient waste management system that responds to our current and future needs.
- Enhance forest health while building community resilience to wildfire.
- From our rivers to our taps, protect the ecological health of our source water and safe access to water for our community.
COMMUNITY FACILITIES & SERVICES
- Meet the highest demand recreation and/or community space needs.
- Strengthen community wellness by expanding health care services, widening supports for seniors, and fostering a more resilient food system.
- Increase the availability and affordability of local childcare options.
