Draft Plan

After a year-and-a-half of hard work by the community, the City of Leadville, Lake County, and Community Builders, the draft One Community Plan is ready for public review! As the first-ever joint Comprehensive Plan for Leadville and Lake County, it serves as a shared roadmap for the future that strengthens resilience, expands opportunity, and preserves what makes this community unique.

Over the past 18 months, the community shaped the direction of the Plan through more than 100 opportunities, including small group discussions, pop-ups, online activities, creative submissions, community workshops, and action team meetings. In total, the project recorded over 1,600 community touchpoints.

The One Community Plan will not serve as a rulebook, but a shared vision and decision-making guide, informing development, policies, programs, and investments for the City, County, and community partners over the next decade.
